User can see fields on a case but not on a dashboard

What could be the reason a user can see fields on a case, but when I put them on a dashboard, that same user cannot see them there. They have appropriate COE security to see the cases these fields are on.

@Rylie Markle I feel HRSD is q very secure environment. And from what I can see even though the user is able to access the field in form view, it's read-only for him. And what Report you have made, most of the columns are not ready only. 

 

I don't think user has full access to the fields, probably only read access, no list edit access. 

 

One thing you can check is if he has "report_view" access for these fields.
