User can't add comments through the portal

We have a custom application where if you're logged in as admin, you can see the comments field and the attachment paperclip from the portal. When you're logged in as the user that submitted the record instead, the comments field and the attachment paperclip are hidden.
Any idea why?

Note: The Affected User is definitely being set to the logged in user as verified on the record itself.
