User criteria diagnostics reporting "No user criteria is configured at article level"

I have set Cannot read user criteria on an article. The parent knowledge base has no Cannot read crtieria set.

When I run the User Criteria diagnostics, I get "No user criteria is configured at article level". I am impersonating the knowledge manager when I run the diagnostics, could that be the issue?
