User not appearing in impersonation

Whenever I impersonate a user, impersonation modal says "No matches found" but when I try to look for the user in System Security > Users and Groups > Users the user exists. I also ensured that this user is Active. Other reasons you can tell about why this happens?

Hi, it's active. The user can view it when on Chrome's Incognito mode.

Hi, we're currently experiencing same issue.
User with impersonater role suddenly cant find anyone, it keeps saying "no matches found" no matter what name user is trying to impersonate.
Any tips what might be the reason?
