User role assignment automation

Hello Guys, 

I have a requirement where I need to automate the assigning a roles to a user.

For That I need to create a catalog form on which there will be two slash buckets in one slash bucket we will be selecting the user to which we want to assign a role.

And again, we will have second slash bucket from which we will selecting the roles (could be one role or multiple) which we want to assign to a above selected user. 

and when we submit it, role will get assigned to mentioned user.  

Also, we have to do the same when we want to remove the role for particular user. 

Can you guys please guide me on this how should I do this? or what approach shall I have?

You may create a catalog item and attach flow to it.

Attaching screenshots and description for reference.

1.Create catalog item.

2.Create action in flow designer to convert list into array.

3. Create flow designer and add the following actions.
