User's ServiceNow account slow on all devices and browsers

I have a user who's ServiceNow account is slow no matter what device they're signed into or what browser they're using. It takes about 12 seconds for their homepage to load each time they start work. This same slowness will occur randomly at other points as they work.

They experience the problem at work and when they're signed into their personal PC at home. 

They've been having this problem since they started working here, and it has persisted when they've changed their SNOW homepage.

The also have the problem when they're impersonating other users. 

The problem occurs regardless of how many tabs they have open.

No other people on the site have the same problem.

The response times seems to be showing that the problem is occurring server side. We cleared the server cache but this didn't make a difference.

Generally this happens when homepage has so many widgets or gauges or dashboards or when list reports in homepage without adding active true flag like list of Incidents/ HR case etc, if nothing such is there please create HI ticket as HI team will check from their end.
