I doubt we can do anything here, as this is the out-of-the-box way to work on the problem, and fundamentally it is the correct approach. The Problem team needs to work on issues, and they require various access rights as part of the process, so this is expected. Don’t change it to save the license; it’s better to ask the ServiceNow support team for any solution regarding this.
