What is the cmdb_ci_outage table used for?
I would appreciate it if you could give me an example.

In Service Portals the information of that table is used to indicate outages. See https://docs.servicenow.com/bundle/quebec-servicenow-platform/page/build/service-portal/concept/curr...

So this table is really important for many processes and modules at ServiceNow.
