Virtual agent should create an incident before transferring the chat to live agent

Hi All,
I have a scenario where whether the virtual agent cannot resolve the issue and it should automatically create an incident and provide the number to Live agent person before the chat gets transferred to Live agent.
If this possible, could someone help me with the reference link on how to work on this.
