I want to define an approval action in FlowDesigner.
Do I need to have a user as a manager who can do the approval?
I don't know what a manager is.
Also, what role should the user who can do the approval have?

approve_admin lets you approve any approval record
approver_user allows you to approve as yourself only

I was having an issue where the user were not able to see the approval task assigned to them on service portal. After addition of the 'approver_user' role they were able to see the assigned task.
However these users didn't had the ITIL and so had the access only to service portal and not to the platform view.
But after giving them 'approver_user' they were able to redirect to the platform view as well which is not required. Could you provide any solution to it in such a way that these users will have only access to the portal view and see the approval task on portal only.

Did you get any solution for your issue? I am facing same thing approvers can't see the approve or reject button in the service portal. They can only if they have approver_admin role. How to make those buttons visible for approver_user as well?
