What determines the 'Default' start page

We turned on the property that allows users to select what they want to use as their start page via display preferences.  (Next Experience).  I am encountering an issue with many users where you select to use the default page and it ends up never loading, maybe because there is no default defined.  It looks like an infinite redirect to a blank page to me. I am attaching some screenshots to represent this.

Sets the start page that appears when users log in to their Next Experience instances. For more information on start page options, see Configure a user-selected start page.

If it shows it's loading/blank, that's menas there is no default landing configured, which you need to configure, for that you can refer to the Doc and follow the steps : Configure a Core UI global landing page in Next Experience-enabled instances
