What happens if I set Web access only to TRUE?

What is Web access only in the sys_user table?
I am thinking of setting Web access only to TRUE for guest users and users created for sending reports.
Are there any concerns?

No, That does not prevent the email from being sent.

Email will be sent with report in attachment, But It will be blank as the sender ("Run as") won't be having the access on the report.

Please see below screenshot when you open the report attachment from email that was sent from "Run as" user with "web service access only" set to true.
