What is the difference between a change model and a template?

Yes, with a model the logic, states, apporvals etc. also count and not just the pre-filling of the fields, but basically I can also create a template for an emergency change and a template for a normal change and the flow starts with the submit.

I don't quite understand the difference between change model and template especially if you can pin it.
Basically, the model is also a re-template, right?

template are a basic functionality and not related to Change Models.

And Change Models provide way more features than just presetting values. 

So, yes you are right with your assumtions.

Template: It is way to auto populate the field values , which is common and reused at many records. Ex: If i give you a filed form and  blank form , and asked you to put your details but keep the Address / Street is same as mentioned in filed form. In SN templates used to log common and repeated in nature like Password Reset/ Printer configuration / Server Re boot.

Change Model : It is similar as Template but not same. Change model has the transition define/ validations as well and it is used only for a specific case with a specific way to handle that issue.
