What is the purpose of standard change tasks

Hey folks.
My current problem to solve belongs to the standard changes and the standard changes proposals.
On the standard proposal form you can create standard change tasks. These tasks are generated when a task is opend by a approved template.
This tasks are always in "planning", have no order and a created whithin the change request status "new". This behavior is in my opinion not very usefull. What is the purpose of this tasks? Maybe i have the wrong understanding of the use case

Standard change tasks that are generated when a task is opened by an approved template are always in "planning" state because they have not yet been assigned to an individual or group for execution. The change management process typically includes a planning phase where the necessary tasks and their dependencies are identified and defined before they are assigned and executed.
These tasks have no order because the order in which they are executed may be dependent on the specific circumstances of the change request and may need to be determined during the planning phase.
The change request status of "new" is assigned to these tasks because they are newly created as part of the change request and have not yet been assigned or executed. Once the tasks are assigned and executed, the status of the change request will be updated to reflect the progress of the change.
