What is the purpose of the "Pending updates" State that was released in the latest BCM App update?

After recently updating the Business Continuity Management (BCM) Application to 7.0.1, we've discovered a new state that a Business Impact Analysis (BIA) and Business Continuity Plan (BCP) can be stored in, "Pending updates".  Where can I find information on the operation and purpose of these states?
