When VIP Users Open the Ticket it needs to be assigned to particular group and notification be sent.

 

Please provide the details on how to achieve the same.

You can accomplish this via a business rule for the group assignment and an email notification. Filter both the business rule and the notification like this:

You'll need to show related fields on the filter condition and navigate to opened by > user fields > vip.
