Which role enabled "Show application picker in header" option in Developer settings?

When I go to Settings, Developer options, I only have there:

"Automated Test Framework Page Inspector" option.

What role I should have to see the "Show application picker in header"?

your System Administrator has to configure Delegated Development. Please see https://docs.servicenow.com/bundle/quebec-application-development/page/build/applications/concept/c_...
