Why are some Dictionary Override entries missing for some tables?

When trying to make some fields requires for a specific field/table (in this case Name for cmdb_ci_firewall_sec_policy to be set to mandatory) I can't just change Name because it is inherited.  I select the field in CI Class Manager, then on the top of the  Dictionary Entry page it provides a link at the top to open the editable first element, there I tried to create a dictionary override but the table that I need to select isn't an option.  

 

Anyone have any idea or suggestions of what to look at that may be blocking this?

I thought of the reason why right after posting and verified.  I was not in the correct scope and it was preventing me from seeing any options outside of the current scope.  Seems like there should really be a better way to manage how changes are saved into scopes for an existing file so the system worries about the scope instead of us having to keep track of which one we are in at the time of a change.
