Why Catalog task is automatically created with request

I have created a catalog item. When the request is submitted, two catalog tasks are automatically created. Why did this happen? I didn't add any workflow to my catalogue item. How can I stop this? This issue starts today I never got this error before.

Hi,

For new catalog items the same issue exists?

Did you check any BR?

Yes, same issue exits for new catalog items. And I checked after business rule in sc_req_item table. 

Not very sure then what's the exact configuration in your instance.

Are both the tasks created at same time or after a gap?

Now I release a new instance. This instance also has this issue.
