Why do my UI policy conditions involving reference fields don't pull up anything?

Hello!
I am working on a UI policy that I wish to react depending on 4 reference fields. I'm using those reference fields in conditions but no values appear on the reference table when creating the condition except for one field. I'll attach an image below.

The last 3 field in the condition, instead of 'is' as an operator, select 'is empty' and try again

I tried it but what am I looking for? I want to put a certain value but no values appear on the reference list.

Either there are no values on those tables, which the fields are referencing to or there is some issue with the access control. Try Contains Operator otherwise and manually enter your values

But the variables work perfectly when filling out the request form, and the tables being referenced definitely have values. Let me dive into the access controls.

I believe I found the cause for my problem....it has to do with the reference qualifiers implemented in the variables
