Why does the message disappear when a custom incident query before business rule is used?

Hello experts,
Why does the message disappear when the OOB 'incident query' before query business rule is not utilized? Is this the expected behavior? Is it because of the function in the OOB query BR?

When I used the OOB incident query:

When I used a custom incident query BR with simple script for testing:

Is this the expected behavior? Do you know when does the 'Record not found' message is coming from?

'Record not found' message cannot be modified as it is present in non editable files, That message is displayed when record is not present in the system or you don't have access to the record because of query BR
