Why I am not able to see client secret even after click on toggle password visibility??

1) I can see client secret for some applications and can't for some applications how we need to manage them?

2) If I want to hide the secret even after clicking on toggle what are the options we do have?

then create field level READ ACL and ensure only limited users can see.
