Why is the "Add Task" option not visible on the Data Driven Visual Task Board (VTB) ?

The "Add Task"  button is not visible on the  Data Driven/Flexible Visual Task Board (VTB).  I see it on the Freeform Visual Task Board (VTB).  Am I missing a role ?

Does the user have the create ACL permission on the table?
I can see the Add Card buttons as the admin account, e.g.

Is there any OOTB role connected to this functionality?

I am also looking for it, and want the user to be able to create a task on the VTB via clicking +.

The + is simply not showing for my ITIL users, adding scrum member or sn_request write roles didn't do the trick...
