The "widget-modal" is a widget that is required by Service Portal. If for some reason you do not have that widget then you will of course get that error.
To test it:
- In platform UI go to "sp_widget" table
- Filter on "ID" set to "widget-modal"
- If you do not see that widget, then that's your problem. Perhaps you deleted it or changed the ID? If you did not touch the widget, I would suggest reloading the plugin again.

HI Mohammed.
I tried editing a widget (on Helsinki) and am not able to see the issue you are facing. Can you share some more details about your servicenow version and how we can see the issue?
