Work Order state changing back to Work in progress

 When Work Order is closed it updates a case record and there is a comment on Case record which flows back to work order and it re-opens the work order. Whenever there is additional comment in work order then it re-opens it.
How to prevent this? What's the root cause of this? Is there any OOTB BR running behind this?

Is this expected behaviour? If yes, can we prevent it?

I Just tested in my PDI looks like not an OOTB Features.

Please check the BR on case table that is syncing the comments from case to work order.

Also Whenever there is additional comment in work order then it re-opens it - not an OOTB Feature, Maybe add additional conditions to include not to re-open in specific cases.
