Workflow is not attached to the order guide RITMs??

Hello All,
I have an order guide, it has three catalog items attached based on the rule bases
When I select all three catalog items and submitted the order guide, three RITMs are generated but the workflow is attached to only one RITM and the rest of the two RITMs are not linked with an associated workflow.
Would anyone be able to help me with this issue?
Note: currently we are in Tokyo release

Hi, based on the limited detail provided I would expect that the issue is with 2 of the RITM records not meeting the workflow trigger conditions?
Or perhaps you are triggering script\code that includes setWorkflow(false) for the 2 impacted RITM?
Perhaps you can update this thread with clear details of your configuration and expectations.
