Workspace - Change order of Tabs

For displaying a Case record in the CMS/FSM Configurable Workspace, we have added the Playbook tab via an Action Assignment (Related Item). This successfully added the playbook tab.

 

However, the order of the tabs are: Details, [Related Lists], Playbook.  And we want to show the Playbook FIRST.  

 

In reviewing posts, it seems that how you change the tab order has changed many times, and I can't seem to get any solution to work.

 

1. I have set up a Workspace View Rule, and changed the tab order, but it has no affect.

2. I have changed the Order field for Playbook in the UX App Routes to 1 (was 1000) as instructed in this post, but it had no affect: https://www.servicenow.com/community/itsm-forum/service-operation-workspace-tabs/m-p/2682638

3. In UI Builder, you cannot directly change the order of the tabs because it is using the "Record Page Tabs" component. 

 

Any ideas?
