Yes/No variable defaults to Yes when the Default value is No

I've got a Yes/No variable defined in a catalog item. When I choose "Preview Item" from the catalog item itself, the value of the Yes/No variable is indeed No.
I also have this same variable set to be displayed on a Catalog Task that is created via a workflow activity. But, when the task is created, the value of the Yes/No variable is Yes.
Any idea why the value of the variable would be Yes in this case? Based on the default value, it should be No.

I've had similar issues when a catalog item is part of an Order Guide with cascading variables, and variables are locked down (set read only) after they are set on page 1 of the Order Guide. As long as the finished product is correct I don't worry too much about the preview.

In my case, the catalog item is only "ordered" in code via an inbound email action. It's not part of any order guide or exposed visually on the service catalog.
Pretty strange.
