You can request list access from your admin getting this error

I have created a custom application it has two custom roles admin and agent , but in the workspace I am not able to see the list view when I am impersonating the user with the agent role , I am getting an error stating "You can request list access from your admin."  earlier I was able to see the list view . I have enabled application administration is that creating an issue ?
