Hi @Sriram Pusuluri ,
Verify the glide.knowman.task_kb System Property
The ''glide.knowman.task_kb'' property specifies the Knowledge Base used for task-based knowledge articles, including Known Error articles.
Steps:
Navigate to System Properties > Knowledge.
Open glide.knowman.task_kb.
Ensure it references the correct Knowledge Base intended for Known Error articles.
If it points to a different or inactive Knowledge Base, update it accordingly and test again.
if my response helped please mark it as helpful or accept as solution.

Hi @rohansargar,
glide.knowman.task_kb System Property is having a value that is OOTB Knowledge base value.
Knownerror Knowledge base value is not there, If it needs to work Do I need to add that value.
Can we add two knowledge base sys_id's in the system property.

Hi @Sriram Pusuluri ,
The glide.knowman.task_kb system property supports only a single Knowledge Base sys_id. It isn't designed to accept multiple Knowledge Base sys_ids.
If you want Known Errors to be associated with the Known Error Knowledge Base, you should update the property to the sys_id of the Known Error Knowledge Base.
If that Knowledge Base doesn't exist in your instance, you'll need to create it first and then set its sys_id in the property.
if my response helped please mark it as helpful or accept as solution.

Hi @Sriram Pusuluri
If the user already has Can Read and Can Contribute access, check the glide.knowman.task_kb system property.
Navigation:
System Properties > All Properties → Search for glide.knowman.task_kb
This property should point to the Knowledge Base used for Known Error articles. If it's set to a different Knowledge Base, the user may not be able to submit the article.
Also, verify there are no User Criteria restrictions or missing required roles for that Knowledge Base.
If the issue continues, please share the exact error message and the value of the glide.knowman.task_kb property.
Please Accept the solution if it assisted you with your question & Mark this response as Helpful.
