Which flow, subflow or business rule creates the change request in the Devops Change process

Which flow, subflow or business rule creates the change request in the Devops Change process
I can't seem to find the actual thing that creates the change record.
I know it is based off of the inbound events but I just can't find it.
Can someone help to point me in the right direction

THanks for the guidance. BUt I have been through these and Cannot find the one that creates the change.
Further guidance needed as to the exact flow or subflow.

The flow you are referring to is triggered from a change that is created. It speaks to the approval flow. Not the creation.
