The visibility of topics on the Employee Center portal can be controlled by user criteria set at the topic level.
Below are the key behaviors to help you understand how topic visibility works:
Default Behavior:

If the security checkbox is unchecked, the topic is visible to all users.
Security Enabled but No Criteria:

If the security checkbox is checked but no user criteria are defined, the topic is hidden from all users.
Child Topics:

Inherit user criteria from the parent topic, unless overridden at the child level.
Moving Topics:

When moved to a new parent, a topic inherits the new parent’s user criteria.
Cloning Topics:

A cloned topic also inherits user criteria from its parent topic.
Popular Topics Widget:

The visibility of topics in the Popular Topics widget is also controlled by the user criteria defined at the topic level.
Example: Topic Visible to All Users Except Abraham Lincoln
User criterion excludes a specific user (e.g., Abraham Lincoln), the topic becomes visible to all except that user.
Tip: Always verify that the correct user criteria are applied when creating, cloning, or moving taxonomy topics - this ensures that the right audience can view the intended content.
