Resource assignment creation's restriction is not working as expected in project workspace

In Project workspace, we want to restrict the resource assignment creation to current project's Project manager, Program manager and director. Which means that, the other project's manager or director should not be able to access the current project.
ACL on resource assignment table is created. However, ACL is working fine in the native UI but not on the project workspace.

Can someone suggest what could be the fix?

In general, Project manager should have resource_user role to create the resource assignment.
In my case, Project manager has the role. But the other project's manager should not access my project.

 

That is, Project A's Manager should create assignment. Project B's manager should not be able to create assignment for Project A
