No longer able to add Banner Announcements to Portals or ESC?

It looks like Banner Announcements are no longer allowed to be added to Portal Pages or the Employee Center, unless I am missing something? There is no longer a "Portals" related lists tab, and I do not see it in the available related lists.

If your OOB announcement plugin is installed,  it could be added added.
