Is it possible for me to set below dates in past. I got a use case where I need to put some sibling tasks in past since these are been completed in recent past its associated tasks are still work in progress.

(1)Scheduled travel start (2)estimated end are read only fields. 
I would not recommend customizing this. I am not sure what you are trying to achieve, your requirement is not clear. Have you looked at the ''actual'' fields?

There's a use-case to migrate the field work related tickets from their legacy field-force application. Its like an broadband installation where they do cabling , install router, configure it etc. Now they started to use the servicenow and few of the project tasks which were done in past. Now they already done some of the work(30%) in one area with legacy application and rest they are doing with SNOW. Now they want to migrate that existing 30% also to snow so that they have the complete view(dashboards/IPIs)in SNOW about that area's field work; hence I need to capture the dates in past. When the work was started & when it was completed & by which vendor.

i see, pretty sure you can migrate over and use a script to populate the appropriate fields

I would suggest reaching out to SN support or services, if you are with a partner you can escalate to your partner support contact. Sounds like an ETL single time load from target system -> SN. Would be filling fields with script and not running BRs or workflows perhaps.
