How does "Task creation policy" work?

This field exists on the Work Plan [wm_planned_work_plan] table. Here's what the docs say about it:
I've run through a handful of scenarios trying to interpret this and am not sure what it's doing (or supposed to be doing). When set to "Leave alone", it does not:
- Prevent the creation of subsequent Work Orders against the same asset for the same Work Plan and Planned Work Schedule when an existing Work Order is still active.
- Prevent the creation/modification/deletion of Scheduled Occurrences or Work Orders when the Planned Work Schedule is modified.
I'd have thought it was supposed to do one of these two -- grateful for any clarity!

its related to schedule suppression. if you run 2 plan and they conflict (schedule occurence), this determine what it will do
| Schedule Suppression | Suppress Period | Number of days in which suppression engine should evaluate for overlapping schedule dates. Read more about this in system properties section - sn_fsm_planned_wm.tolerance_span. |
| Schedule Suppression | Active | Option to enable this suppression rule. |
| Schedule Suppression | Suppress by | Name of the work schedule that you want to have priority over the current schedule. |
| Schedule Suppression | Order | Order in which this suppression rule is evaluated. |
