Purpose of territories set at the user level?

So i am working with Field Service Management, and Servicenow gives the option of setting user level territories along with territories set at the group level
What is the purpose of setting a user level territory? the documentation states the following:
"This creates a territory, or set of locations covered by a given user. The association helps the system to determine which users can fix problems in particular locations."
But this is followed up with
Territory management at the user level is not used for automations.
if its not used for automations, what is it used for? informational purposes only?
The documentation needs to have clearer wording
