build an investment portal using resource plan data instead of project and demand data

Is is possible to build an investment portal using resource plans as the data input instead of project and demand records. I am trying to create a timeline for a group showing when the specific dates they are needed on projects. The dates are available on the resource record, and could differ from the project or demand record dates. Is there a better solution?
