How to restrict the application menu's customization for a specific user role?

Hello

I have a certain 'abc' application menu and many modules under it. I want to customize the application menu in following ways:

1. Order of some modules to be changed (to move them up/down in the navigation pane)

2. Some new modules are to be added

3. Some modules should not be visible

All the above mentioned customization are to be done for a specific user role say 'xyz'. Any user who does not have that role, he/she will be seeing the OOB application menu and modules in the default order.

First of all, is this customization possible only for a specific role? If yes, how to do that?
