Contract Users Covered

Hi all,

I want to be able to add users to my contracts.
As long as my contract is in draft / Awainting Review, I can add users to the Users Covered related list but as soon as the status of my contract changes, the new button is no longer available.
I can't find how the display of this new button is configured ...

Could anyone help me?
