You can achieve this via List Control.

• Navigate to System UI --> List Control.
• Search in Table column, with the table name on which the related list exists.
• Get the Related List/Label column from Update Personalized List (Gear icon).  
• Try to find the related list/label of the related list you want to omit if empty.
• Open the record and set the field 'Omit if empty' to true.
