I have same need... As it's possible to filter records that "starts with", would be extremely useful being able to filter records that "does not start with". Doing that using operator "does not contain" doesn't reflect what you want to filter out since value could be wherever in the field to be compared with.

Definitively should be added to standard operators to create reports.
