sysparm_stack issue

Hello team,
I wrote sysparm_stack=/incident_list.do?sysparm_query=active=true in URL aruguments in one module. If I wrote like this it will redirect to Incident list view but filter is not set to active=true.
Can you suggest me how to write code for that?
