I was able to find where the message is coming from and found my issue of why I was not able to add an Control Objective to the related list for the Indicator template.
The Category field was showing the default value, but would not let me change the value due to a BR on the form.
What I would like to know if anyone has an idea if this BR was existing in the previous instances.
Business Rule - Update category based on content changes This was created 2018-10-15 and created by an admin.

I did not find this BR in my PDI.
Any info would be greatly appreciated.
