I tested the same use case in my PDI and was able to allocate multiple devices to my entitlement (Oracle and Non-Oracel). The error message is part of the following two business rules and both rules are checking conditions for user/device allocations. 

 

  • Verify Entitlements (Allocated)
  • Verify Entitlements (Assigned)

 

Could it be the case, that your entitlements are linked to a special conditions which is not fulfilled by your device?

As soon I added a conditions which is not matched by the allocated devices, I can see the same error you've mentioned
