My Change request model is changed to "unauthorized change" of type "Emergency".

I need help understanding how an "Unauthorized change" of type "Emergency" works. When I tried to change the "Normal" model to the "Unauthorized" model, I expected the request model to change "Unauthorized" model. However instead it became "Unauthorized change" of type "Emergency" and moved the change request state directly to "Review". There is no flow available for this step to take place. I need to understand what causes the change request to go to "Unauthorized Change" instead of just "Unauthorized".
