Error - Unparseable number: " " " " when trying to create authorization package

Issue after upgrade to San Diego or could be any new future upgrades. When you try to create a record you will see the following error message . In this case The authorization Package - "Unparseable number: """" error while creating new record from the new button.

The issue in the above case is associated to a field. The impacted field is hidden in this case so go to an existing record and find the Impact field.

1. The impact field dictionary entry override -

2. See the higlited color bellow with yellow marker 

3. The default value after the upgrade become """ instead of 3. 

Solution - remove the """ and update it to 3.

Now if you try to create a new record

one help we trying to run authorization package report but we want only our few custom controls l;isted in PDF report how we can achieve that 

we tried adding in auth package manually during selection phase but it didnt worked but the generated document still shows NIST controls baseline one'
