Compliance Workspace --> Policy Exception list "New" UI action

Hello,

I would like to 'override' the 'New" button in the Policy Exception list.  However I am unable to find with the OOB button is.  

How do I find this UI action?  

My goal is to have a "New" button that opens up the Portal Version of the Policy exception record producer within the workspace, rather than open up the platform version.
