Control records greyed out after being reactivated

I have reactivated (return to draft) a retired control record. However, the Name, Entity, Control Objective, Description fields are greyed out (read-only).
- Inherit from Control Objective and Sync with entity owner checkboxes are unticked.
- Entity is active.
Is it an expected system behaviour? We did reactivate other control records before, we could edit all fields.

I think this is an expected behaviour. The read-only fields (Name, Entity, Control Objective, Description) are driven by the control's creation lineage, not its current state or the "Inherit from Control Objective" checkbox.
Controls auto-generated through item generation (when a control objective is associated with an entity type) inherit Name and Description from the control objective, and Entity/Control Objective define the record's structural identity. These fields stay protected even after Return to Draft, and unticking "Inherit from Control Objective" does not unlock them.
I presume the previously reactivated controls where all fields were editable were probably one-off manually created controls? which is why they behaved differently.
To change these fields, I would retire this control and create a new one-off manual control.
