GRC-IRM implementation questionnaires for client to understand the scope of work

Hi All,

We are implementing the GRC-IRM project implementation from scratch but not aware of the scope of work,

What are questions we need to shootout to the client to know about the scope of work or expectations from the client for the below 3 modules 

1) Policy & complaints  

2) Risk management 
3) Audit management 

What are the topics or submodules we can propose them for initial phase1 development activities
